Truth Initiative, a public health organization, has called on the U.S. Food and Drug Administration (FDA) to uphold a strong scientific review process for emerging tobacco products such as e-cigarettes and nicotine pouches. The organization stated that planned changes to the regulatory framework could potentially undermine public health protections.
According to Truth Initiative's CEO, Kathy Crosby, the FDA is legally required to evaluate key information about new products, including their components, toxicological profiles, and health impacts. The agency must also consider the risks and benefits to the population as a whole, with particular attention to youth initiation. A rigorous review process is seen as critical for balancing adult smokers' access to potentially less harmful alternatives with preventing youth uptake.
The organization highlighted that while providing an "off-ramp" from combustible cigarettes for adult smokers is important, new products must not become an "on-ramp" for addiction among young people. This objective is significantly complicated by the prevalence of illegal products on the market. An estimated 7,500 illegal e-cigarette and nicotine pouch products have entered the market with largely untested ingredients.
Truth Initiative stated that the focus should be on ensuring products meet public health standards through thorough scientific evaluation, rather than on expediting the review process. The organization also called for a crackdown on the illegal marketplace to ensure authorized products are the only ones available.
