The UAE Ministry of Finance (MoF) released a public consultation paper on February 6, 2025, detailing its proposed e-invoicing data dictionary. This document outlines a standardized catalog of data elements essential for generating, exchanging, processing, and reporting e-invoices.
According to analysis from Alvarez & Marsal, the proposed e-invoicing regime will apply to all businesses in the UAE, irrespective of their VAT registration status. This includes transactions that are VAT exempt, zero-rated, or out of scope, for which traditional tax invoices have not been required.
The financial services sector is anticipated to face significant changes. Current practices, such as netting-based VAT reporting for exempt financial services like derivatives or loans, may conflict with the proposed e-invoicing requirements. The high volume of daily transactions for banks and financial institutions could necessitate major operational adjustments.
Furthermore, the consultation indicates an updated invoice validation process using a 5-corner model based on PEPPOL standards, requiring an additional validation step. Businesses are advised to monitor these developments closely as the final legislation is shaped based on this consultation period.
