U.S.-China Trade Board Designates Toy Industry for Tariff Relief

The U.S.-China Trade Board has identified the toy industry as a major sector eligible for broad tariff relief, a move expected to impact billions of dollars in imports. Details released this week indicate that toys constitute the largest category on the Board's U.S. tariff relief list, accounting for approximately $9.8 billion of $30 billion in identified U.S. imports.

Toys were among the non-sensitive goods designated for preferential tariff treatment under the new framework, as announced by the White House on September 26. Chinese officials subsequently suggested that over 90 percent of products covered by the Board's framework could revert to Most-Favored-Nation (MFN) tariff rates. Final tariff adjustments are pending confirmation.

Greg Ahearn, president and CEO of The Toy Association, stated that the inclusion of toys as a non-sensitive category marks a "historic win" for American toy companies, 96% of which are small businesses. He emphasized the significance of this development, particularly as the holiday season approaches.

"We appreciate the Administration and USTR for recognizing the unique nature of the toy supply chain," said Kathrin Belliveau, chief legal and policy officer at The Toy Association. She added that the new U.S.-China trade framework is expected to ensure toys remain accessible and affordable for American families during the upcoming holiday season and beyond.
