US Grid Operator PJM Proposes Backup Power Mandate for Data Centers

This initiative aims to reduce the strain on the public electricity network caused by the significant energy demands of these facilities.
The proposed plan aligns with the White House's "Powering America's Promise" initiative, which seeks to shield residential customers from potentially higher electricity costs driven by the expansion of data centers. Under the new emergency mechanism, utilities would be notified before forced outages occur for residential customers. They would then be required to reduce load from data centers and other large energy consumers or shift their demand to alternative sources.
PJM, which manages the power grid for approximately 67 million people across 13 states and the District of Columbia, currently lacks direct authority to limit data center energy consumption. The implementation of this proposal would necessitate cooperation from state governments.
The proposal highlights a growing tension between the rapid expansion of data centers and the slower growth of new electricity generation capacity in the US. If PJM cannot meet the increasing demand, millions of residents and businesses face a heightened risk of blackouts. The cost of building new power facilities to meet future demand could also be borne by other electricity consumers. PJM is also proposing the creation of a dedicated registration system to track the location and energy consumption of data centers and other ultra-large electricity users.
