US Leads in Robotics Intelligence but Lags in Physical AI Deployment, Report Finds

The United States leads in robotics technologies like AI and software but is not on track to lead in physical AI deployment. A new preliminary report highlights a lack of scale in robot adoption and production.

The United States leads in the core intelligence technologies powering modern robotics, including artificial intelligence, computer vision, and autonomy. However, the nation is not positioned to lead in the deployment of "physical AI"—machines that sense and act in the real world. This finding comes from a preliminary report released by the Special Competitive Studies Project (SCSP).

The commission highlights a significant imbalance, noting that while the U.S. excels in the "brain" of robotics, it lacks the scale for widespread robot adoption, production, and the manufacturing of critical components domestically. China installed 295,000 industrial robots in 2024, accounting for 54% of the global total, compared to just 34,200 in the United States. China's installed base now exceeds two million robots, more than five times that of the U.S.

A central issue identified is a "supply-demand paradox" hindering physical AI progress. Manufacturers delay robot adoption due to cost and performance concerns, while robotics firms cannot lower prices or improve capabilities without large-scale deployment. The commission characterizes this as a market failure.

The report also points to a fragmented national framework for robotics programs, a strained talent pipeline potentially leading to millions of unfilled manufacturing jobs by 2033, and significant barriers to adoption for small and medium-sized manufacturers, including capital constraints and knowledge gaps.

The commission concludes that the U.S. needs a national mission focused on deployment to leverage its innovation strength. A final report with recommendations is scheduled for release in March 2027.
