US Treasury proposes expanded restrictions on high-tech investments in foreign countries
The U.S. Treasury Department has introduced a rule to restrict American investments in advanced technology sectors in China, Russia, North Korea, and other nations of concern.

The proposed regulations target sensitive sectors including supercomputing, artificial intelligence, biotechnology, and hypersonic systems. This move follows the 2025 Comprehensive Outbound Investment National Security Act, which aims to curb capital flows that could enhance the military capabilities of geopolitical adversaries.
The rule would apply to investments exceeding $50,000, though it excludes many standard stock market purchases. Legal experts indicate that the policy requires companies to implement more rigorous compliance frameworks to manage potential national security risks associated with outbound capital.
International reaction has been critical, particularly from China, which has labeled the measures an interference in normal market trade. Beijing stated it would monitor developments closely to safeguard its interests. The Treasury is currently soliciting public feedback on the proposal before drafting final regulatory enforcement measures.
