Utah files criminal charges against Kalshi and its executives over betting platform
Utah authorities have initiated criminal proceedings against prediction market Kalshi and its leadership, citing violations of state anti-gambling statutes.

Utah officials have filed 14 criminal charges against the prediction market platform Kalshi and its executives, CEO Tarek Mansour and COO Luana Lopes Lara. The charges, which include 12 counts of promoting illegal online gambling, represent a significant escalation in the state’s regulatory efforts to curtail the platform's operations within its jurisdiction.
This legal action follows previous civil litigation initiated by Utah against the company. State prosecutors contend that Kalshi’s business model constitutes gambling, which is strictly regulated and largely prohibited under local law. The move aligns Utah with a broader group of states, including New York and Nevada, that have scrutinized the legality of prediction market operators.
Prediction markets allow users to place financial bets on the outcomes of future events, such as political elections or economic metrics. While Kalshi has sought to operate under federal financial regulation, the conflict highlights the ongoing tension between these platforms and state-level consumer protection and gambling laws.
