Enterprises are accumulating AI agents faster than they are developing systems to govern them, creating a new infrastructure challenge.

Gartner predicts that by 2028, the average Fortune 500 company will use over 150,000 AI agents, a significant jump from fewer than 15 in 2025. However, only 13% of organizations feel they currently have adequate AI agent governance in place.

This gap has spurred the development of infrastructure that sits above individual models and agents. xpander.ai, founded by former AWS principal engineers, is launching its platform as a vendor-neutral control plane. It aims to manage agent execution, permissions, observability, memory, and lifecycle across different models, frameworks, and infrastructure environments.

"The most critical part is vendor lock-in," said xpander.ai CEO David Twizer. "Everything you do is actually owned by the company you chose to work with."

The company also announced $7.5 million in seed funding led by Pico Venture Partners. xpander.ai enters a competitive market, facing established players like LangChain and CrewAI, as well as major cloud providers expanding into this layer. The startup's key bet is offering a framework-independent control plane above a diverse set of models and agent frameworks, emphasizing a multi-cloud, multi-vendor strategy.
