Zhejiang to launch mobile-based contactless highway toll system

Starting October 29, Zhejiang will introduce a mobile-based highway toll system, allowing drivers to pass through toll stations without physical cards.

26 October 2026

Zhejiang Expressway Intelligent Toll Operation Service is set to launch its 'Mobile +' toll system on October 29, 2026. The service aligns with the Ministry of Transport’s national roadmap to phase out physical cards on expressways by leveraging license plate recognition technology.

Under the new system, users register their vehicles via a dedicated WeChat mini-program. Upon entry, the system identifies the vehicle automatically, eliminating the need to collect a toll card. At the exit, drivers complete payments by scanning a QR code within the app, which also serves as a portal for transaction history and invoice issuance.

This shift primarily targets non-ETC equipped passenger vehicles, simplifying the transit process by removing the manual handling of CPC cards. By utilizing existing manual toll lanes while digitizing the payment and tracking workflow, the province aims to reduce wait times and improve traffic flow efficiency.

The deployment follows the Ministry of Transport's 2026-2028 implementation plan for paperless expressway transit. The initiative represents a broader push to modernize road infrastructure in China by substituting physical hardware with mobile digital identification.
